Criterion
Check the free-care part for ages 19–21 separately from the price-reduction part for ages 22–25. Count the combined item once.
What is documented?
The sources document necessary public dental care with a 25% co-payment for young adults, extended to ages 25–28 from July 2025. This is more favorable than half price for ages 22–25, but is not free care for ages 19–21.
Limits
Official tariffs and necessary care limit the scheme; this is not a price guarantee at every private dentist. The combined promise counts once.
Public explanation and response
The public sources describe a gradual expansion of entitlements. The assessment shows that expansion alongside the difference from the platform’s free-care component.
