Promise tracker methodology
Define coverage before assessment
We specify the document, period and inclusion rule. Each original item counts once; subgoals and repetitions are not extra promises. Party or government commitments are not automatically attributed personally to a leader.
What statuses mean
- Fulfilled / partially fulfilled
- Documented criteria are met in full or in explicitly identified parts. Partial does not mean an invented percentage.
- Unassessed / indeterminate
- Research is incomplete, or the evidence cannot support an unqualified conclusion. Neither means the promise was broken.
- Not yet due / underway
- The deadline is in the future, or action is documented without full fulfillment. An unknown deadline is not automatically set to the term’s end.
- Unfulfilled / abandoned or changed
- Requires positive evidence, a relevant time boundary and named review. Missing search results are insufficient.
Sources, responses and corrections
Proposals, adoption, entry into force and actual provision are distinct. Source versions, action dates, retrieval and human review are separate facts. Relevant public explanations and contrary evidence are retained; strong new allegations require an appropriate opportunity to respond.
New political assessments and translations require named review of the exact version. Changed evidence requires reassessment. A broken promise does not establish knowing deception.
