Norway: the Støre government’s promises

Parliamentary elections and government commitments. Inspect attribution, documentation and researched coverage.

Reviewed by Lars Føleide · 2026-10-28

All 13 items in three defined bullet lists; four outcome investigations and nine unassessed items. This is not every Støre-government pledge or every Norwegian party.

A joint Labour–Centre government platform, not 13 personal Støre statements. Centre ministers left on February 4, 2025; the government continued as a Labour government.

Research observation window: October 14, 2021 – September 30, 2025 · Source and assessment scope recorded October 28, 2026.

The three complete commitment lists on pages 51, 54 and 63 of the Hurdal platform. Introductory aspirations are context, not extra counting units. No items were removed based on outcomes.

Lower price cap by 2022

Kindergarten · Indeterminate

Labour–Centre platform · 2021–2025 · Original wording: page 51, item 1 ↗

Criterion
Check both the reference price and the explicit 2022 deadline. A price reduction alone does not establish that the original benchmark was met.
What is documented?
The cap became NOK 3,050 in August 2022. The budget proposal defines the reference as NOK 1,750 in 2005 values, adjusted using the municipal deflator. The platform refers to the 2003 settlement. This reference difference prevents an unqualified assessment here.
Limits
This is not labeled a breach. Amount, price year and deflator must align before a comparison can establish full fulfillment.
Public explanation and response
The government explains its use of the 2005 reference in the linked budget proposal. That explanation is retained as evidence.
Explicit deadline
December 31, 2022

Documented action dates: August 1, 2022

Free from the third kindergarten child

Kindergarten · Fulfilled

Labour–Centre platform · 2021–2025 · Original wording: page 51, item 2 ↗

Criterion
Check whether the national parental-fee scheme makes attendance free from the third child attending simultaneously. Meal charges are separate.
What is documented?
Government documentation records the introduction of free kindergarten from the third simultaneous child in autumn 2023. This fulfills the defined parental-fee commitment.
Limits
Meal charges and other conditions differ from parental fees. This assesses the scheme, not every municipal decision.
Public explanation and response
The documentation identifies this as an implemented measure. Individual municipal case handling is not examined here.

More qualified kindergarten staff

Kindergarten · Unassessed

Labour–Centre platform · 2021–2025 · Original wording: page 51, item 3 ↗

Criterion
Examine the minimum 50% kindergarten-teacher requirement separately from the 25% skilled-worker goal. Observed staff shares are not an enacted staffing standard.
What is documented?
Outcome research is not complete for this item. This is not a negative finding.
Limits
This item is registered under the fixed inclusion rule. Missing researched evidence does not establish non-fulfillment.

Kindergarten · Unassessed

Labour–Centre platform · 2021–2025 · Original wording: page 51, item 4 ↗

Staff training and workplace qualifications

Stronger inclusion and fee reductions

Kindergarten · Unassessed

Labour–Centre platform · 2021–2025 · Original wording: page 51, item 6 ↗

This item is registered under the fixed inclusion rule. Missing researched evidence does not establish non-fulfillment.

No universal language-screening duty

Kindergarten · Unassessed

Labour–Centre platform · 2021–2025 · Original wording: page 51, item 7 ↗

This item is registered under the fixed inclusion rule. Missing researched evidence does not establish non-fulfillment.

Gradually free first-grade after-school care

After-school care · Partially fulfilled

Labour–Centre platform · 2021–2025 · Original wording: page 54, item 1 ↗

Criterion
Distinguish free hours from a wholly free place. This item specifies no final deadline for gradual introduction.
What is documented?
Twelve free weekly hours were introduced for first grade in 2022 and later extended to second and third grade. This establishes free part-time provision, not a free full-time place.
Limits
The gradual commitment has no explicit final deadline. Partial fulfillment describes documented coverage at the cutoff, not a missed deadline.
Public explanation and response
The government describes 12 hours as a half-time place and credits budget agreements with SV. Municipal arrangements and additional costs may vary.

Labour–Centre platform · 2021–2025 · Original wording: page 54, item 2 ↗

What is documented?
Outcome research is not complete for this item. This is not a negative finding.

Stronger preventive dental care

Dental care · Unassessed

Labour–Centre platform · 2021–2025 · Original wording: page 63, item 1 ↗

Define preventive measures and the documented strengthening. More eligible patient groups alone do not settle the whole item.
What is documented?
Outcome research is not complete for this item. This is not a negative finding.
Limits
This item is registered under the fixed inclusion rule. Missing researched evidence does not establish non-fulfillment.

Better free public dental provision

Dental care · Unassessed

Labour–Centre platform · 2021–2025 · Original wording: page 63, item 2 ↗

Criterion
Check actual provision for groups already entitled. New entitlements alone do not evaluate quality or access for these groups.
What is documented?
Outcome research is not complete for this item. This is not a negative finding.
Limits
This item is registered under the fixed inclusion rule. Missing researched evidence does not establish non-fulfillment.

Dental support and reimbursement schemes

Dental care · Unassessed

Labour–Centre platform · 2021–2025 · Original wording: page 63, item 3 ↗

What is documented?
Outcome research is not complete for this item. This is not a negative finding.
Limits
This item is registered under the fixed inclusion rule. Missing researched evidence does not establish non-fulfillment.

Age-based dental benefits

Dental care · Partially fulfilled

Labour–Centre platform · 2021–2025 · Original wording: page 63, item 4 ↗

Criterion
Check the free-care part for ages 19–21 separately from the price-reduction part for ages 22–25. Count the combined item once.
What is documented?
The sources document necessary public dental care with a 25% co-payment for young adults, extended to ages 25–28 from July 2025. This is more favorable than half price for ages 22–25, but is not free care for ages 19–21.
Limits
Official tariffs and necessary care limit the scheme; this is not a price guarantee at every private dentist. The combined promise counts once.
Public explanation and response
The public sources describe a gradual expansion of entitlements. The assessment shows that expansion alongside the difference from the platform’s free-care component.
Explicit deadline
No calendar date specified in the item

Methodology and corrections

Each original item counts once. Proposals, adoption, entry into force and actual provision are distinct. Unassessed does not mean unfulfilled. Unknown deadlines remain unknown. An unfulfilled pledge does not establish lying. This limited cohort produces no overall fulfillment percentage or person ranking. Actions after September 30, 2025 are excluded; retrieval and review dates are separate.

Initial publication: no subsequent corrections are recorded in this source version. Material changes must be documented and reviewed again.
